Jpeg/Avatar Question

Is there a way to make a jpeg smaller so that it fits the required avatar dimensions? Every time I try to edit in "paint" it just cuts off most of the picture (doesn't actually shrink the whole thing). Any help is appreciated, thanks.....Smooth
